Our History
Lazarus & Silvyn is built on passion, legacy, and a deep commitment to shaping the future of development in Arizona.
In 2012, father and daughter Larry Lazarus and Keri Lazarus Silvyn, along with Frank Bangs (now retired), combined their individual successes in Phoenix and Tucson into a law firm dedicated to responsible growth. Larry, a key player in Phoenix’s land use and zoning community for over four decades, and Keri, a respected force in Tucson for more than 15 years, set out to create a firm that not only helps clients succeed but also fosters stronger communities. In 2014, Rory Juneman joined the firm and became a partner in 2022, bringing fresh insight and expertise to our Tucson office.

Land Use Law
Negotiating, adopting and implementing:
